The finding of any article, instrument or contrivance as 18 described in section 33-70 or section 33-72 on or about any person on a public street, avenue, alley, highway, boulevard or public
ground or property, shall be prima facie evidence of the possession and control thereof.
The finding of any such article, instrument or contrivance within, in or upon any
vehicle on a public street, avenue, alley, highway, boulevard or public ground or
property, shall be prima facie evidence that such article, instrument or contrivance
is in the possession and control of any and all occupants of such vehicle, jointly
and severally.
